IMPROVED: Extend validation for RHT uploads to include file type + file size checks

IMPROVED: Ensure the messaging on the platform gives the Funder Admin what they need to know as part of the RHT Process

IMPROVED: Update guidance text within "Field Descriptions" tab of the RHT upload template

IMPROVED: Where the new patent data is being added by the Researcher, ensure deduplication is in place
